Vietnam Health Declaration 2026: Do Tourists Need the Form?

Travellers do not currently need to complete a routine health declaration before every trip to Vietnam. The Ministry of Health may introduce the requirement for a specific disease, selected traveller groups and a defined period. The old declaration website is no longer used, and any active procedure must be announced separately.

Is a Vietnam health declaration required now?
No. It is not currently a routine document that every tourist must submit for every trip.
A Vietnam health declaration is a public-health form that travellers may be required to complete when the Ministry introduces a specific disease-control measure.
Border health screening still exists. Officers may observe travellers, check temperature, review documents or carry out further checks when there is a valid public-health reason. The declaration itself, however, is not a permanent form for everyone.
It also does not replace:
- a visa or visa exemption;
- Vietnam's PAI arrival card;
- a customs declaration;
- an immigration or health-authority decision.
What changed on July 1, 2026?
A new decree governing health declarations and border health quarantine took effect on July 1, 2026.
Early reports were worded broadly and led many travellers to believe that all inbound, outbound and transit passengers would have to submit a form. Old online instructions and COVID-era forms then began appearing again in search results.
The Ministry of Health later clarified that the declaration is not automatically and permanently applied to every traveller. The Minister of Health determines:
- which infectious disease the measure covers;
- which traveller groups are affected;
- which locations or border checkpoints are included;
- when the measure starts and how long it lasts;
- how the information must be submitted.
July 1 therefore marks the start of the legal framework. It does not mean that every tourist must search for and submit a form before each trip.
When can Vietnam require a health declaration?
The Ministry of Health may introduce the requirement when the disease situation creates a relevant risk of infection entering or spreading in Vietnam.
The official notice should explain:
- who must complete the declaration;
- when the measure starts;
- how long it remains active;
- which routes or checkpoints are covered;
- where the official form is available;
- what information or supporting documents are required.
A measure may apply only to selected groups. For example, it could cover travellers arriving from a defined area, people with particular symptoms or passengers included in a temporary disease-control instruction.
Do not rely only on an old article, forwarded message or travel-group post. Check the publication date and the current official status.
Is there an official Vietnam health declaration form online?
Travellers should complete a form only after an official notice confirms that the requirement has been introduced.
The legal framework allows two submission methods:
- electronic submission;
- a paper form.
The standard form is available in Vietnamese and English. Additional languages may be used at individual checkpoints when needed.
If the measure is active, the declaration is completed within 7 days before entry, exit or transit. This timing applies only to the introduced procedure. It is not a permanent instruction for every traveller today.
The form may request:
- passport details;
- travel dates and route;
- current health information;
- recent travel or possible exposure;
- proof of vaccination or another preventive measure when specifically required.
As of the latest official check, no permanent public online health declaration portal has been announced for routine use by all tourists.
Why should travellers avoid old websites and apps?
The Ministry of Health has stated that tokhaiyte.vn is no longer used for international traveller health declarations.
Old PDFs, videos, QR codes and mobile-app instructions from the COVID period may still appear in search results. They do not prove that the old procedure is active today.
Important: do not enter passport, health or payment details on a page found through a random advertisement, repost or unverified travel group. If the requirement is introduced, the Ministry of Health should officially identify the current online system or explain the paper-form procedure.
The old address appears here only as a warning. It is not the current official form.
What can happen during border health screening?
The absence of a routine form for everyone does not remove border health screening.
Health officers may:
- observe travellers for visible symptoms;
- check body temperature;
- review relevant documents;
- ask about health, route or possible exposure;
- refer a traveller for further checks when there is a valid reason.
Most tourists should not expect a separate medical procedure when no special measure is active and they show no symptoms. Follow airport and health-authority instructions if you receive individual directions.
Is the health declaration the same as Vietnam's arrival card or PAI?
Health declaration
This supports public-health and disease-control measures. It may be introduced temporarily through a separate health instruction.
PAI arrival card
PAI collects advance information about the traveller, flight, route and accommodation. It is a separate immigration system, not a health declaration.
Visa or visa exemption
This determines the legal basis for entry and the permitted length of stay.
Customs declaration
This covers goods, currency and items carried into or out of the country.

What should travellers check before departure?
Before flying, check:
- whether your nationality requires a visa;
- whether the visa-free period covers the whole trip;
- whether you need single or multiple entry;
- whether PAI applies to your arrival airport;
- whether a new health declaration measure has been announced;
- whether your airline has issued a separate operational message;
- whether the passport details match the visa and booking.
